Calderdale Health and Wellbeing Board (CHWB) is a partnership committee between Calderdale Council and NHS Calderdale. According to the Department of Health web site:
“The Health and Social Care Act 2012 establishes health and wellbeing boards as a forum where key leaders from the health and care system work together to improve the health and wellbeing of their local population and reduce health inequalities.
“(Health and wellbeing boards) will undertake the Joint Strategic Needs Assessment (JSNA) and develop a joint strategy for how these needs can be best addressed.

While the Health and Wellbeing Board has statutory responsibilities, it has little statutory power. NHS Calderdale Clinical Commissioning Executive is a partner within the Health and Wellbeing Board but is not accountable to it. While CHWB is responsible for drawing up a Health and Wellbeing Strategy, it is either the NHS Calderdale Clinical Commissioning Executive, the Cabinet of Calderdale Council, or both together that will actually commission (buy) services. It is doubtful whether CHWB will even have any meaningful scrutiny function over service delivery.
